Cover Letter Length and Format: What Actually Matters

The right length is shorter than most people write, and the format matters more than the design.
Three to four short paragraphs, under 300 words, is the working target. Past that length, most recruiters skim rather than read, which defeats the point of writing one at all.
Format-wise, match your resume’s font and header style, address it to a named person where you can find one, and submit as a PDF unless the application specifically asks for another format — consistency reads as attention to detail, which is exactly the impression a cover letter should leave.
